Operationally Based Performance Shooting for Law Enforcement Instructor Development Course
Purpose and Course Description
Identify why United States Practical Shooting Association training has benefits but must be modified if training departments want to receive the benefits of it and get buy-in from organizational leadership.
Operationally Based Performance Shooting (OBPS)© is a training methodology that integrates the speed, precision, decision-making, and accountability found in high-level performance shooting with the operational realities of law enforcement. The objective is not to teach officers how to compete in a sport shooting match, but to develop measurable skills that improve survivability, decision-making, and accuracy in lethal-force encounters.
This course will include but not be limited to the following blocks of instruction which will require students to demonstrate understanding through application of the principles to the class. This is done using open forum drill existing drill evaluation, and student composed drill construction.

4. Benefits of USPSA competition
5. Drawbacks of USPSA as it relates to LE training
6. Explore and refine skills and understanding necessary to maximize the benefits of performance-based shooting for LEO’s aside from mimicking drills seen on social media,
7. Discuss strategies to explain to leadership why Operationally Based Performance Shooting is different from USPSA training, and how OBPS bridges the gap between traditional qualification training and the realities of critical incidents. This is accomplished by combining objective performance measurement in the form of Hit Factor (points/time) with law enforcement-specific operational requirements. Utilizing this approach to training, agencies can build more capable officers, improve firearms proficiency, reduce liability, and better prepare personnel for the demands of contemporary policing.
To make a truly lasting change in law enforcement firearms training, we must do the following:
Stop selling USPSA as a stand-alone solution, and start selling operationally pertinent performance-based marksmanship training. OBPS is intended to do exactly that.
Student requirements:
• Minimum 1500rds
• Duty belt
• Minimum of four 15+ capacity magazines, 8 if less than 15 rd. magazines
• Oil and any necessary weapons maintenance equipment.
• Hearing protection
• Eye protection
DO NOT register for this class until you have approval from your department, or are paying for it yourself. It as it has caused issues in the past with filling the class with paying students.
