Milton Santillanes is a retired U.S. Navy Master Chief who served 28 years in Naval Special Warfare, supporting counterterrorism, crisis response, and hostage rescue operations. Throughout his career, he led small, high-performing teams executing complex missions in high-risk environments.

After retiring from the Navy, Santillanes founded Echelon 13, a consulting firm specializing in crisis response, threat mitigation, and operational risk advisory. Drawing on decades of special operations experience, he works with organizations and security professionals to strengthen preparedness for critical incidents and high-risk events.
