Vehicle Containment Technique (VCT)
Vehicle Containment Technique (VCT) is designed to take down violent criminals and to prevent vehicle pursuits. VCT should be utilized for serious Felony suspects such as, but not limited to, Agg Robbery, Murder, Kidnapping, Felon in possession of firearms. Students will learn how to use the element of surprise and properly timed violence of action to take down violent felony suspects. The Vehicle Containment Technique is designed to physically restrict the movement of the suspect vehicle by simultaneously striking it from multiple sides, thereby preventing a vehicle pursuit. As a result, this tactic will also reduce the risk to the public.
The instructors teaching this course have conducted approx. 30 VCT’s on violent suspects in the Houston area. They are experts who have trained hundreds of hours on this tactic to perfect its outcome. They have also trained multiple departments, teams, and agencies on the use of this tactic.

Instructor Biographies
Blake VanPelt:
Houston Police Officer for 15 years. 7.5 years on patrol at North Command, 8 years working as the crime analyst, grant writer and command center officer for the North Division Tactical Unit. He has been a TCOLE instructor for approx. 4 years teaching VCT, Rolling Surveillance class, Investigative classes, and Crime Analytic classes within the Houston Police Department.
Kelly Huey:
Houston Police Officer for 29 years, starting his career on patrol at SW patrol division, transferring to North Command night shift for approx. 8 years. K. Huey has been a member of North Tactical Division for approx. 21 years as well as serving 5 years as a part time SWAT member with the Houston Police SWAT team. Officer Huey is an FBI certified firearms instructor. Officer Huey has taught multiple classes within HPD including VCT, Rolling Surveillance, CQB, as well as Firearms Training specifically tailored to vehicle operations.
